We believe that teaching a person a useful skill can be more beneficial in the long run than filling a need temporarily. Metaphorically speaking, if you give a hungry person a fish, then his or her hunger will be satisfied, but only for a short time. If, instead, they were taught how to fish, then they could eat whenever they got hungry, assuming that they are able to catch a fish whenever they want to. Exceptions to the rule are that vulnerable members of the society, such as children, the mentally delayed, the disabled and the elderly, who are temporarily or permanently unable to engage in fishing ought to receive an extra assistance by temporarily giving them fish, or setting up or promoting systems that facilitate fishing on their behalf.
